Lokke Moerel, partner at law firm De Brauw Blackstone Westbroek, has been appointed Global ICT Law professor at Tilburg University. The appointment comes at a time when many international organizations are wrestling with their global IT, data privacy and security policies. Moerel wants to build a bridge between theory and practice, and use research to improve legal solutions for cross-border ICT issues faced by these organizations.
Lokke Moerel: "ICT developments have a globalizing effect on our society. It is no longer possible to deal with legal problems from a single-jurisdiction angle. That is why it is essential for legal scholars to address these problems globally. Moreover, ICT innovations often trigger significant social and economic changes that place our law principles under pressure. To provide international organizations with successful global solutions, there has to be cooperation between various areas of law and other disciplines such as ICT, economics, sociology and philosophy. At Tilburg University, a basis has been created for this global cross-disciplinary approach."
Moerel's appointment follows the presentation of her dissertation in 2011 in which she advocated introduction of worldwide privacy codes for multinationals, known as 'Binding Corporate Rules'. In addition to her professorship, Lokke Moerel will remain ICT partner at De Brauw Blackstone Westbroek.
The Global ICT Law chair will be established at the Tilburg Institute for Law, Technology, and Society (TILT), a multidisciplinary institute conducting research into the legal and social implications of emerging technologies. With around thirty staff members and more than 20 years of experience, TILT has established itself as the preeminent institution in the Netherlands in the area of technology regulation. TILT is consistently ranked a top institute for research and education by the Legal Research and Education Assessment Committees.
